Thats a rough one to explain, I would say a 64 may have slightly more marks, or have the same amount of marks as a 65 but on the 64 they are in the "prime focal areas" -im going by bowers standards for Morgans.
Well, I don't know if you can see it but there is a reddish mark across the lower hairline of Liberty in the '98. Otherwise she is JUST as striking as the other two (maybe more). I think they were VERY strict back in the days of the OGH's Am I right?
Maybe that redish mark brought it down, also it seems to be the weakest struck of the 3 (even though that shouldn't effect the grade). IMO I think it should go 65, How is the luster in had, is it as good as the 2 65's?
It is to my eyes a weaker strike as well, and the 83 and 84 have just a tad more mirrorlike luster than the 98. It is subtle but obvious.
That could do it luster, with the red mark could bring it down to a 64. IMO from the pics I think it could go 65, if not its a very strong 64.
