Definitely environmentally damaged so yes, it's a double clad layer. The first layer is normal clad and the second layer is dirt. Sorry, couldn't resist.
I agree with all above posts, ED and probably had been buried for some time. NAV, No Added Value, just PMD and a spender, in my opinion.
