This note is claimed to have missed the third printing, but it appears to be an inking error, if it is real. I've seen notes that have had ink chemically removed, but never one that has left such an obvious impression on the paper. My personal opinion is the ink was removed. Note the color difference on both sides, lighter vs. darker.
I'm skeptical about this it should at least be certified by pmg but it looks like intentional removal and I'm not familiar with this auction name.
I'd say the ink was removed but they forgot to flatten the impressions left by the 3rd Printing. Time to leave this one alone and look elsewhere.
The Missing Overprint error with legible embossing is the most common. An accidental feeding of two half-sheets simultaneously through the overprint press with the top sheet receiving the printing and the second sheet only receiving the impression. It looks legit.
In order to bleach out the green seal and serials usually is detectable. I don't see any of that. And Steve's explanation about the black seal impression makes sense. I agree this is real.
A scan of page 210 from Fred Bart’s Error guide shows a note almost identical to the note in this thread.
Here is a note that backs up SteveInTampa's explanation. This note is an obstruction error due to some foreign matter blocking most of the bank seal and the Treasurer's signature. Notice how the impression from the printing is still clearly visible even though the ink is missing.
