Finding a small date in circulation is a pretty rare event. I regularly follow CRH enthusiasts over the years, and out of millions of cents searched, I can only recall 4-5 specimens offered up. So don't feel too bad about not finding one yet. And there are a number of varieties for the date/mm, so while you search for that rare cent, you are bound to find something else. Good luck. It's not an RPM either. Here is my 70 S LD RPM in original mint packaging that a wise CTer told me is fairly common in the mint sets.
I love those 70-S with twisted features. It is a wonder they could even mint coins with out Lincoln "sneering". I wish they were worth a least a couple of $ or so. Jim
The 7 doesn't look high enough, and LIBERTY is not in the photo. That is a key marker that must be shown. While it appears like the 9 curls around far enough, it just looks like a hit caused that.
