Because there are a BUNCH of religious fanatics in this country that get their briefs/panties all up in a wad at the idea of leaving it off. Back in 2007 when the President dollars came out and they moved the motto to the edge there was a BIG uproar and calls for boycotting the coin because "they left IGWT off the coin!" That was why in 2009 they had to move it back to the obverse. Besides since Teddy Roosevelt left it off the double eagle back in 1907 and 08, when it also caused a big uproar, Congress passed legislation REQUIRING the motto to appear on all US coins. Which it has with one exception. Although the law requires the motto to be on all coins, it does NOT appear on the Buffalo nickel, even though it was designed after the law was passed. Technically the buffalo nickel is an illegal design, and why they added the motto to the Buffalo commemorative dollar and the gold buffalo bullion coins.

It was added to US federal coinage in 1864 as a patriotic expression during the Civil War, starting with the two cent piece. As with most slogans, over time its interpretation and meaning has been changed altered perverted (you pick the term)...

Per the law, it is the new permanent design. If you can get 218+51+1 idiots to agree you could change it.
Depends on whether Trump signs the coin design bill that's currently sitting on his desk. If he doesn't sign it's a "forever" design, if he does sign then it's a one year and we then get eleven more years of five designs a year.

I imagine the House would approve it again. We'll see whether it gets signed into law under the current circumstances. Nobody seems to object to any part of it, but that's no guarantee that it will happen. I find that I'm really really tired of the quarter-of-the-month-club design cycle. I sort of wish we could just stick with the 2021 design, at least until the semiquincentennial in 2026. I was surprised and intrigued to see that they're planning a commemorative design for all the 2026 coins, right down to the cent.
