No, it merely defines what is legal tender and what is not. Now most people think that because something is defined as legal tender that government agencies must accept it, me included. But actual practice proves otherwise for they don't accept just anything in payment. There are too many documented cases of this to dispute that it happens.

Youre writing private and my question was toward public agencies. There does seem to be a difference to me.

As I have mentioned in the past, wher I live the government offices refuse to accept cash in payment of taxes, at least property taxes. Check or credit card only.
