It looks like an offset printing error. I'd wait for @SteveInTampa to make any final determination as to the value of your note. However, it's a shame that there is a nick in the margin.
To answer your question, Yes, it has value over face. It appears to be a complete overprint and can be worth a good premium. I would send it in for grading and encapsulation, which I believe will increase the value to a collector. They can go for well over $200 to the right buyer. Cool, I will send it in for grading. so now I will look for info on that... how to package and where to send, as I mentioned, coins were my gig until carpel tunnel slowed that hobby down!!

Yes it has value over face as it has a offset printing error on the reverse. Unless it's a high grade bill it's not worth grading. Definitely a keeper.
Cool error note. Looks like a full face-to-back offset error. The note does have some wear and a nick in the upper margin, but still a nice note.
Yes, there is quite a bit of value above face for this note. The error on this note is called a full front to back wet ink transfer. It is not rare but it is collectable. Check the pricing of the sold items on eBay for what people are willing to pay.
If you goal, is just getting the one note certified, there is no advantage to getting a membership, you can simply take it to someone that already has a membership and they can submit it on your behalf for free ! I even had a circumstance where the dealer didn't even charge me for shipping as he was already sending some notes in himself
