Well, my 21st is in a few days and my folks gave me 50$ for books. I know for sure I'm pre-ordering Rick Snows new book on IHC's and FEC's. But that leaves me with about 30$ left over. Any suggestions?

theres a book out there that lists awful things that happened on your b-day, thats how I found out about Al Capone, but I cant remember the name of it
If you're looking at possibly expanding your horizons, I highly recommend Ron Manley's Half Cent book. It can be found for $60-$65 new and is chock full of great info about some of our country's first federal coppers. Or you could treat yourself to a club membership. Many clubs have their own journals which are published multiple times a year and can also be very educational. Either way, happy birthday!
If you don't have a subscription to Coin World, I suggest you consider that. I believe it's in the $40-50 range for a year.
