It's always tough for me to grade these with the toning, as it can mask some marks. In any case, the Obverse looks amazing to me and could warrant 67. However, the reverse seems to have a number of scratches that could actually be on the holder, but maybe not. I'm going to say straight MS66, although I could see a 65+ as others have noted; no * or + or FBL. Actually, if this one got FBL, I have about 10 that I need to send in.
MS 65 ....the toning is good but not star worthy....the reverse appears to have more hits than the obverse and prevents a higher grade (but it does look gem 65)
I guessed 64. That scruffy look and the apparent dull luster is a classic 64 look. While the obverse toning is unusually nice for the date, I don't think its enough to bump it to 65. I also don't think it looks like a Star. Different pics may change my mind.
I think this pretty much nailed it, but I still think the coin is cleaner than most MS64s. At least the color should give it a + grade, 61s are really rare with nice color.
I voted 64 before scrolling down. After scrolling down I agree with what @physics-fan3.14 says, and, after seeing the grade, it's nice to know the brain still functions...
