I'm personally not a huge fan of the color, and the luster looks muted (maybe because of the toning.) Based on the marks I see, and because the luster looks average, I'd call this a borderline 63/64 based on these pictures. For example, that's a pretty serious mark on her neck. Different pictures might show a different coin.
I was inclined towards AU58 as well. I think the hickey precludes her from anything higher than MS63, so I'll go with that.
It is very close to 64, I would say. I collect toned Peace dollars that are 63 and above. The toning is far less common than Morgans, and far less vivid, due to different storage methods.
Nonetheless I would be looking elsewhere for such a crucial coin. 63 My own is just a 61. https://www.ngccoin.com/certlookup/3178970-004/61/
The splotchy, streaky, brown and beige toning like this is not usually considered a positive. This would fall under PCGS's description of "negative eye appeal." Negative eye appeal has a negative effect on the value, and thus a negative effect on the grade. The vast majority of collectors would prefer a brilliant white or neutral appearance as compared to this sort of splotchy toning.
