I appreciate everyone's input. I ended up buying it. I like polish lines and this will be my first with that many on both the OBV and REV.
Raised, they are die polishing lines. Incuse, they are cleaning scratches. Like GD said ^^, probably a mix of both. Z
The parallel lines on the cheek looks like roller wheel marks from the silver strip when it was drawn down to planchet thickness. Extreme marks are sometimes not fully struck out.
To the best I can tell from your pictures the lines that stop at and don’t go over the devices or lettering are usually attributed to die polishing and not hair lines from cleaning. This is because die cleaning/polishing tools and procedures used by the mint usually cleanup the field only and don’t reach the crevices in the die. The lines on the cheek may have been caused by cleaning or improper handling.
