Originally thought I had a distinct die clash, based on the way the obverse looks. But when I look at a mirror image of the reverse, next to it, it doesn't line up that way. So what is going on here?
It's not a clash. Perhaps @furryfrog02 is correct that it's some kind of die deterioration, but I don't know. My initial thoughts were that it was a planchet flaw of some kind, but on second look, I don't think that's quite right. It's certainly interesting. There's something going on there. Alas, I'm out of my depth when it comes to such error/variety topics.
The obverse of the coin is displaying a severe case of "struck through grease." Its incredibly common and has no premium, and has the characteristic random pattern displayed here.
