how come what i see is so apparent under a loupe but under a scope its almost non existant pretty frusterating
Most likely Die Deterioration doubling. That would be worthless doubling and nothing at all to do with a true Doubled Die Variety. Common issue on Copper Plated Zinc Cents.

You don't need a scope or high power loupe to see the spread on this variety. If you had one you'd know it. You would see it easily with a 5X loupe. There's nothing apparent on your coin-it isn't the doubled die.
Your loupe may have lens issues causing chromatic aberration. Because light of different wavelengths refracts at slightly different angles through the same lens (this is what causes rainbows), it can cause a fuzzy edge or even resemble doubling under certain light.
