NGC changed it some years back. https://www.ngccoin.com/news/article/2818/NGC-CrossOver-Special/ "NGC modified its CrossOver policy in January 2011 to accept coins certified by PCGS only."
As well as my 61* with full coverage and glassy mirrors rating a 2.7. there's just a ton of subjectivity to the ratings and I think that it's important not to take them too seriously.
I will give this a 5.3. I Love the color and it has great coverage. I don't care about the marks, I just wish it had a little bit more mirrored surfaces.
5.4. I agree with consensus. Unusual color, and all the value is in the color. If it were a higher grade, it would be a raging beast. Got it 9 years ago, and paid peanuts for it, probably because of the grade and holder. Never sold it, because I love the color. Going to take the suggestions, and cross it to PCGS as minimum 63, just to get rid of the awful Blue ANACS 2005-2007 holder. Thanks for that advice.
You mean awful Blue ANACS - not NGC. That coin has a very peculiar toning spectrum. I don't mean peculiar in the "questionable" sense, but you just don't see many red/orange toners like that. Very unique.
I sent my friend at NGC pictures of the coin. He is a former head grader there, and works for the corporate division there. He shared the pictures with colleagues. Unofficially, were I to send in the coin, they can’t cross it. However, they can treat it as a raw coin submission. They are willing to keep it in its holder as “raw,” until it is officially graded. They loved the coin, and assured me that it would grade MS 63+*. That sounds good to me. The consensus of 3 graders is that it is as nice as an equivalent “Battle Creek” BU coin, and were extremely positive.
Well there you go. I’d take that and take them up on it. My pcgs suggestion other than a bit of personal preference at present is that they’ll cross coins in other holders. I’ve been back and forth between pcgs and ngc over the last 10 years and personally I prefer pcgs lately. Though I do like ngc star designation
I like NGC for toned coins, as the star is important for high end toner collectors. Once I can get it graded by NGC, assuming it gets the +* designation, I will send it to CAC, as that will legitimize what is a great coin. I have no intention of selling it—I paid $250 for it in 2010, and have been offered over $3,000 for it, but it is one of my few keepers in the toner department for Morgans.

Here is another denomination we haven't done a ton of for @wxcoin Video: https://www.instagram.com/p/B4OHRh4gBPP/
I like it! The obverse color is rich, and color is deep rainbow. Coverage is full, and luster is solid. Even though I do not collect dimes, I can appreciate this one. You may be surprised, but I am going high. 5.0
The colors are nice for a Roosevelt. My only issue is the splotchy color distribution. I'll give it a 4.4.
I'm at 4.0, that photo/video leads me to believe that this Rosie doesn't have the requisite luster for a higher score.
