I think it’s a Claudius II CONSECRATIO with eagle on the reverse. I think... the reverse is upside down and you can just barely see the eagles up and left turned head and neck. If you've never cleaned ancient coins before, just let it soak in distilled water for a few weeks (change the water every few days) and brush it with a toothbrush. If you feel comfortable with it, you can also scrape lightly at areas with firm dirt with a toothpick. It doesn't look like its in good condition but a little clean goes a long way.
Could try light dabbing of distilled water and then using a toothpick or bamboo piece to try and restore the coin. Ive used the same method for restoring some of mine.
