Is it possible for coins to be doubled die and not have misplaced letters but just strong ones? If so, do either of these coins have this?
Die Deterioration will cause what you see. Just in case you don't know. A Doubled Die issue has nothing to do with a double strike. It's a Doubled image when the hub is created. Hub doubling. Some information https://doubleddie.com/58222.html

Nah.. I haven't searched for doubled dies since the late 1990's when the 1995 Doubled Die craze happened. I never found one. Anything else is really not interesting to me unless it's a major issue as the 1972, 1955 and 1969 DDO.
I'm not sure I understand your question, but the coins you've posted (thanks for Full Image) are just normal cents.
Some doubled die coins show less spread than some DDD doubling. The 1995 cent is one of these. I have found 2 of them. Also some doubled die coins show on the portrait, like the 1984 doubled ear cent. Confused yet?
The subject seems to arise more frequently as new members join CT. Maybe it is a natural way for them to get involved in coins. I never paid much attention to DDO/DDR until my wife handed me some change to look through and I spied a 1972 cent which was blurry to my vision and after checking the coin under magnification, I had a DDO. This was the first DDO I created a thread about and after a number of posts, the members determined it was a DDO-001. I found two more in the subsequent weeks and I threaded each one. To slab or not to slab is my dilemma.

It is what grabbed my attention. I have some old coins my grandfather left me and have recently purchased my first three coins. Never thought I'd pay for money! Ha! Now I've kinda become obsessed with finding one. I saw someone post a coin on here once who said it was a double strike but the letters weren't doubled. It's hard for me to know what I'm looking at.
Ok. So it's really double hubbing. Is there such a thing as a double hubbing that's not misaligned? I remember seeing someone post a coin once and said it was doubled but I couldn't see doubled letters. Or maybe I'm mistaken...?
