It means Full Bell Lines as stated by @expat. If you look at the photo you can see 2 sets of lines running around the bell. To be FBL you can not have a disruption of those lines. Proofs do not get the FBL as proofs are specifically minted. The same applies to FS (full step) Nickels or FT (full torch) Dimes.

The bell lines. There are 2 sets of them, an upper and a lower. To get an FBL all lines need to be present and unbroken on both sets.
