That is not Missing Clad Layer. That looks more like Environmental toning damage. It is stained on the Reverse side. Yes that could happen.

Sorry, but it's just environmental damage. @paddyman98 is correct. Clad coins contain 3 distinct layers that are pressed together, there is no plating involved. A missing clad layer exposes the copper core. There wouldn't be any silver coloration as is present in your coin. If you can see 3 distinct layers in the edge, that will confirm you don't have one
