Looks like it might have a clear coating like polyurethane that is coming off. You might dip it in acetone and see if it comes of.
Welcome to CT @Cedsstuff1. Your coin is difficult to evaluate due to the photos. You need to post all photos with full obverse and reverse and then any closeups of areas you are asking questions about. Also, correctly orientate your coins for better viewing and therefore better replies. It appears to be a worn die issue, but wait for others to reply. @paddyman98?
Those are good pictures! Bad pictures can make a coin look totally different. Appears to me to be a late stage die cap strike. JMHO http://www.error-ref.com/struck_through_a_late_stage_die_cap/
