    I can’t see the serial numbers real well in the picture, but my guess is that it is simply a transfer of ink from another bill on another sheet when they are stacked up. This happens quite often when serial numbers are over inked. Just my guess. Not an error.

    Please do not jump down my throat but.... is bleed through really a thing? Can the serial number wheels be so over inked that it forces the ink through the paper? Or are all “bleed through” really just over inking picked up from the sheet below when they are stacked?

    I have had some over inked notes (mostly on the bank seal, but some on the treasury seal) where the words and letter are unreadable, almost just a round blob, and there is no ink on the reverse. So...?
