Can you show a true normal picture of your Quarter? It is not Off Center and I don't see any doubling.

I would, if it cost you a quarter. When the dies are installed in the presses, if one or the other is loose, it moves during the strike and the side is off-center. Since the other die is fixed properly, the other side is centered, causing what you have, a MAD or Mis-Aligned Die.
Where are you finding all of these badly damaged coins ? In the first post the second photo looks like someone has taken a wire brush on a dremel or drill and went back and forth in a crisscross pattern and destroyed the coin even if it had been a thousand dollar coin before they damaged it. If you really are interested in error coins will need to learn to stay away from the PMD " post mint damaged " coins. Even if you find a really valuable mint error that is badly damaged from circulation damage or intentional damage by someone It lowers the value big time.Error coins from the mint are very scarce and not found in pocket change very often. It's the effect on the picture. I guess her phone automatically puts this filter and it is made to look like a painting, so that's the algorithm's way of making it look like a painting.
