It can't be a Repunched Mint Mark because in 2000 they were part of the design and not added on with a punch. I believe 1989 was the last year Mint Marks were hand punched onto the Die. The issue is all DEFDAM - Definitely Damaged

In that condition it's hard to tell and it wouldn't make any difference anyway. It's just too damaged.
