Welcome to Coin Talk. I agree with SamuelFred1, The coin has been counterstamped by someone after it left the mint. It is not a mint error. Some people collect these. It is damage to the coin.
Welcome to CT Bill. It is PMD, post mint damage. Someone stamped it with something after it left the mint. Appears to me like a motorcycle symbol. A wheel with wings. At least it is a copper cent and not a zincoln.

Thank you for your replies. Interesting take, and exactly what I thought when I first saw the imprint. If you look closely at what appears to be wings you can see tiny raised areas that resemble the reverse side of a dime. I'm going to add some additional images that will show the reverse and more detail.
I broke the tie... I voted die because out of the choices it was a die that was use to counter stamp that cent... crazy that two other votes “error” and “mint”.....
