Ike Dollar Confusion

    The official Red Book, page 222, "Collectors' coins were struck in 40% silver composition, and the circulation issue in copper-nickel."
    .....Silver issue:weighr 24.59 grams composition, outer layers of .800 silver, .200 copper bonded to inner core of .209 silver..."
    So, is this coin 40% silver, or 80% silver.
    I ask this because I know a coin shop which has good quality coins, but they are at full market or above. They have big tubs of coins in 2X2's, and I spotted several Ike Silver Proofs at $9 each. I wondered if they would be good to stock up on as an investment in future value.
    Any comments?

    I'm also confused about the type I and II variety. Is the type II the more delicate/skinnier print?

    They are 40% silver.
