How much is this 1964 blue toned proof nickel.

    Someone can correct me if I'm wrong, but proofs are expected to have full steps.

    Are all those spots on the coin or on the flip?

    It doesn't look proof to me. Look at Monticello. The raised surfaces are completely covered with spots somewhat different than the fields.
