I am seeing some funky tones or maybe just diffucult to get a clear shot thru the slab. I don't really see any wear. or much for disturbed luster. I am going with MS65.
I would have called it a 64 from the obverse. The fields on the reverse make me think it was worked on.
It might just be the photos, but the areas around the letters (especially on the reverse) looks like evidence of cleaning. That was what made me guess AU as opposed to MS (I was certain it wasn't details based on what I could see of the holder-that generation of PCGS didn't have details slabs).
In reference to my opinion that the above coin has been cleaned, I think I see many ultralight horizontal hairlines on both sides of the coin. More importantly, I perceive luster to be largely absent from the coin, and in many places where I'd expect it to be well-protected, and the very last areas from which luster should disappear.
