ANSWER: ALTERED

It is a genuine 1960-D Lincoln cent which was given a second "rotated-in-collar" strike from a set of 1960 (Philadelphia Mint) fake dies.

This coin would have had to go from the Denver Mint after striking to somehow being placed in a bin with other planchets for striking in Philadelphia later that same year, and then received an additional in-collar strike. The premise is absurd.
