Even with that definition it wouldn't automatically make everything else bullion. Plenty of numismatic things weren't meant for circulation
Again from the above mint release "Production of this coin is limited to 30,000 units. Orders will be limited to one per household indefinitely". Notice it did not say how many would go to the general public orders ( everyone assumes all) but why would the mint keep the authorized dealers out of the fun game to raise their profits ? Anyone pay any attention to Mezack and HSN yesterday? He had a surprisingly low number of these. $4,300 for a 70 and $9,000 from the Baltimore show. He was busy selling 2020 ASE bullion coins in MS70 slabs for $89.95. Sold more than 13,000 of them.
My cousin wanted me to submit his coin to PCGS for him. He did not know you were supposed to leave it sealed to get the COA number on the coin holder, etc. I requested it anyways.. and they did it! Guess it was not a big deal if it was sealed or not.
I would not be surprised if it happened. If it does, I will be buying all Ebay presales I can before release date.

Prices are certainly dropping on Ebay for sure. However, my first visit to my LCS since October tells me the demand is very high! They have none for sale, have never had any for sale and get asked all the time if they have any for sale. My conversation with the go to employee for me was overheard by six different customers. They all jumped, made much higher offers than what I mentioned what I would let him have a 69 and 70 for. So I will honor the prices I offered to the LCS and let them make all the profit they want. This is my go to LCS since 1976.
Strange that if those people really want on none of them got one off Ebay or HA. Apparently, they're willing to pay up.
Maybe just maybe they might be older and do not Ebay. Maybe they want to see the coin in hand rather then buy the label. Maybe they do not want to pay sales tax. Maybe they have other reasons, who knows, I did not ask. Was not my store or my place to ask. Face it, the demand is there and all the answers or reasons why can not be found in a coin forum only or will they be. How are the brick and mortars doing on these? Maybe they will chime in. I am guessing most would like to have some on hand to sell to their customers. Be they first timers or long time regulars.
The value of bullion is typically determined by the value of its precious metals content. These coins are not bullion. Period. And they never will be. And as for the price coming down . . . PCGS PR70s are still going for about $1600 +/- about 4 months after release. Don't hold your breath waiting for these to ever come down anywhere near the issue price - nevermind the going price for one ounce of silver bullion.
I think that was how a lot of us older folks got into collecting coins. By going through grandpa's change jar. For me, it was the early 60s. It was a LOT more interesting back then. You could easily find two different types of every coin - indian heads, buffaloes, mercuries . . . . And of course, silver coins were no big deal. Now, the obverses of all of our coins have been the same forever. Isn't 111 years of Lincoln enough already? Or nearly 90 years of Washington? And decades of inflation has practically made it impossible for any "commerce" coins to ever again include anything but scrap/junk metal. B-O-R-I-N-G.
But I think PF 69's have been weaker. People are willing to pay up for the hot coin of 2019 in 2019 and early-2020. But will they want the hot coin of 2019 in 2021 ? 2022 ? I suspect only at much lower prices. I suspect in a few years these will be closer to $300-$500.
