    Cents don't have P mint marks. Philadelphia does not place P mint marks on cents. So it can't be a P over a D.

    Only in 2017 did Philadelphia use a P mint mark as a commemorative. But your Cent has nothing to do with 2017.

    That would be a plating issue on the D mint mark.
