It's a proof set, not a mint set. The mint set has a copper cent sized medal with either a P or D which designates the mint where struck. I can't see if it's a accented hair Kennedy, but looks like a regular type 2 from pics.
The easiest identifier of an accented hair Kennedy for the 1964 proof set is the missing lower left serif of I in LIBERTY on the obverse. I cannot determine that from the photo on my cell phone.
@Lurepiggy If it was an SMS set it would be worth a small fortune. A 1964 SMS complete set sold for incredible money on May 12th 2019 at Great Collections. Only 12 unofficial 1964 SMS sets are known to exist and the official SMS sets were not made available to the public until 1965, 1966 and 1967. The 1964 "Special Mint Strike" did not come in the philofilm packaging that you have. Do a search for 1964 SMS set and you can find some articles on it and some of the jaw dropping sold prices.
