That's too bad. What do you know about true mint errors? I've been attributing them for decades. I do this on this website for free and there is no reason for me to lie or mislead you.

How was it "made that way" ?? Also, do you have the receipt of when you received it directly from the US Mint in 1983 - What does the receipt say ?
Tour Quarter has been damaged. The color indicates it has been in the ground for awhile so it has environmental damage and that dent on the side is from something striking it. There is nothing in the coining process that could create that. It's PMD or post Mint damage.
Being new at this, you should really listen to the experts with years of experience, along with learning the minting process of coins. @paddyman98 and @Fred Weinberg are both long time collectors and experts in their field, so I wouldn't be so quick to dismiss their comments. Good luck and keep an open mind.
