You will also note that the obverse die appears misaligned (no reverse photo to see if it was an off-center strike). But if you use your imagination, you'll note that the obverse die was no level to the reverse die. This creates and uneven hit on the planchet leaving some areas better defined and other areas lightly defined. Your coin has what appears as two rims on the left side of the coin. With a tilted, misaligned die, you get that effect (the collar retains the planchet although the die is misaligned and not parallel). It happens often enough, but extreme cases are desirable for error collectors.
Just by looking at the Obverse you can tell it's definitely just a Misaligned Die Strike and not an Off-Center at all. Not enough to make it Off-center.
I think your comment is generally correct, but subtle off-center strikes might be the exception. Pardon the quick photos...
