If it was legit wouldn't you think he'd just go to the bank with everything he had or pay an armored car service to carry the money to the bank. People do that all the time that have large collections, diamonds, gold, or a large amount of notes. Sounds like this guy is just waiting to get caught doing something wrong. lol.
The guy's a patsy... and a dumb one at that. The drug cartel will have to pick some smarter people next time around, or at least a couple of guys that can keep a story straight and/or think on their feet.
I'm not sure what basis the government would have for keeping the money if the guy just walks in and says he found it and needs help figuring out if he owes any taxes on it.
See my comment above... lol. They hold it for like, what, 60 days before handing it back to the finder? Plausibly, the guy could even refuse to tell the authorities exactly where he found it since there may be more "hidden treasure". Easy money.
