I believe what I have here is a zinc cent planchet that was struck about 95% off center and featires what is known as a ""strike clip."

A strike clip is typically a curved clip on a coin created by the die striking action as it strikes a planchet off-center rather than by the blanking dies that punch out blanks from planchet strips (which are called curved clips). The planchet literally gets sheared by the coining dies on a strike clip.

I picked this up because the mostly blank planchet boasts an excellent condition, os full red, no staining, and no significant contact marks.

If anyone has a different opinion please feel free to share. ~Joe C.

Nice coin. The blank planchet area is quite clean on both sides.

    That's cool, Joe, but I don't think that is rust. It's zinc! ~ Chris:hilarious:

Adding to Joe’s OP, zinc blanks are punched, then plated. If this was a clipped planchet, the clipped surface would be plated. Joe’s coin clearly has exposed zinc, which supports his attribution of it being a Strike Clip.
