    I'm no expert, but it looks like an error to me. I can't tell if it is a cracked die or a strike-through. The 7 in the date looks wonky, too, but I'm not knowledgeable enough to say if it is a filled die or just damage. It does look like it took a hit of some sort causing damage behind Roosevelt's head.
