An uncirculated coin can have die deterioration doubling if the dies that struck the coin were late stage toward the end of their life and have already punched out a quarter million coins before it struck yours with worn dies. It's worth 1 cent.

normally something like that in the 8 would be a die chip. But since it's a zincoln it's probably some sort of corrosion. If you look around you'll see other damage exactly like that at the base of Lincoln's bust at about 5 o'clock. definitely corrosion - gas bubbles and the sort you can take a highly accurate guess and think anything post 1982 that looks "strange" is probably related to corrosion on the lincoln zinc core cent .. aka zincoln.
