A super nice coin! Great luster & supreme condition it appears. Not to mention the great design to begin with. What tribe is that Indian from? I wish that design had been placed on circulating coins, that way everyone could enjoy the great design(plus afford to own one).
Frank, I know you were just making a joke (and not a bad one at all) but the answer to your question is because the loin cloth is not the highest point of the obverse of this coin. The thumb and finger of the Indian's right hand are the highest points and therefore are very often weakly struck. The correct designation (if there were one) might be 'FF' for Full Fingers. I don't think any of these coins come with a weakly struck loin cloth (and I would like to point out that I am not in the habit of examining the Indian's loin cloth on these coins :kewl.
According to Breen & Swiatek "no single tribe is represented". You might say he represent all Indians (or Native Americans).
Some research on these coins showed they sold originally for $1 -$2 dollars!! The 1926 S had a mintage of 100,000 coins that sold poorly even at $1. Mintage was stopped until the 1926 s coins were sold, which led to no 1927 coins being produced. The frasers(designers) regarded the wagon as the reverse, but the mint stated the wagon was the obverse.

Perhaps somewhat off topic, but who finds ironic the Native American holding his arm out as if to stop the tide flowing across the plains and recognize the futility of it? I always found the coin somewhat sad in its design.
