I kind of see something but we will need more information. Are the dots tiny holes? Are they surface level. Could be adhesive residue from some tape that was placed on it then peeled off.
They are holes and it very faint under America looks almost like a small piece of wing like one feather.
Ok here a picrure in bright light you see the dots one right in the n of United hope this helps see them.
Some type of tool that might mimic a meat tenderizer? But I really have no clue. Defective planchet? Pitted die?
Perhaps a strike through of some kind on the reverse, a thin fabric. The reverse is dull and shallow while the obverse has more complete depth even though very rough.
I found someone sell a 1966 with what they say is a wire going in it so maybe this was struck close to that one when made
Looks just like the surface of metals that I used to sand blast during one of my first jobs as a kid. I used to sand blast big rig under carriages before they could go on to the painter for repainting. Looks real clean and pitted. Try it some time. Sand blast a coin and see how it looks. The larger the blasting medium the larger the pitting. Using fine medium the pitting is also fine.
