    It's hard for me to tell. Is it raised? Could it be a lamination error?

    yes its raised off coin

    Like Chirs said it a lam error. An interesting
    one too. Can you poke it with a toothpick and it moves!?

    Looks like a lamination with the thin edge rolled back onto the face of the coin.
    Also missing half a leaf between T and left-most tail-feather.
