Ok, so remeber that 1878-S Morgan I bought. It could pass as an easy MS. however, it has a lot of cleaning scratches...how bad would this lower tha value.. for instance, I paid $30 for it, could I at least get that back? stainless
It will depend of course on how badly the coin is cleaned. It will also depend on the rarity of the coin. With a common 1878-S , cleaning will have a great effect on value, because original 1878-S Morgans are easy to find. But if it were a lightly cleaned 1872-cc seated dime, for example, you would find a light cleaning would not decrease the value as much, in percentage terms.
I think that's far too much of a generalization, even with the examples cited. Among other things, it depends upon the nature and extent of the cleaning. Also, cleaning can certainly negatively impact the value of a rare coin as much as or more than a common one.
Yes, that is what I implied. How badly the coin has been cleaned is a key factor in determining how much of a discount should be applied.

If you can get a refund for it Stainless, then go ahead. But its about $30 in that condition. You can also use it as a guide for future purchases. And always think twice before buying from someone with lower than 99% rating.
I dont know about this. With the new feedback it makes it a little strange. and if someone, like myself, has 1 negative, out of 122, then I dont see the problem.

Lately, it seems there are many "problem" coins on Teletrade and Heritage which would be very valuable if problem-free. They seem to go for 30-60% less than problem free examples. Early US copper, silver, gold.
It's tough to tell from the photos, but if you can see scratch marks, it's probably lost half of what you paid.
