Why is this worth so much? SMS sets were not produced in 1964. Is the narrative saying it is an error coin?

I think there were only like five of these sets made.

 

If only 5 sets were made, were these sets made in error? And how do you believe these 5 sets were distributed? Do you think it was an inside job??
