    Do you then pay the opening bid amount, or do the auction houses accept offers lower than that amount after the auction is over?

    Its always the opening bid. But in some cases, there is also a "reserve". So, opening bid could be 2200US/ while reserve is pegged at 3000US.

    PS: Sometimes you can make an offer, but that rarely works. I cannot blame the consignee for that.
