Looks like a stain and the area where it occurred creates the oversized Head appearance. I see a ring that appears to match the rim of the coin on the left side. It runs through the IB in LIBERTY but I can't get a good look at it as the photos get blurry when I enlarge.
It's too large and it's not the right shape. It also goes from rim to rim halfway around the coin. If it was a scrape the zinc would be showing. It almost looks raised but I can't tell from the photos.
@Trisia Csn you post a close up of the ring on the obverse? Can you also describe it and is it raised or cut into the coin? Can you see any shiny white metal along the ring?
there is no white metal showing and the ring is in dented but none of the letters seem to be flattened by the ring they look like there over the top of it
Sorry, but it's damage. Some type of environmental corrosion or staining. Copper is a very reactive metal and who knows what it was in contact with the surface. Regardless of what caused the damage, there is no way that it would have left the mint like that, so it isn't a mint error
He was going for the Princess Leah thing! No seriously, you have, unfortunately, a zinc cent. These are notorious for corroding from the inside out. Do you see on the pic of the reverse (shield side), the area @ C & E of cent, where its dark & apparent pin holes. That's where contaminants such as water can enter & cause corrosion (& zinc corrosion can be some of the worst), creating a bulging out of the thin copper plating on the coin. The C & E should be exactly opposite that area on Abe's head. Interesting effect, right?
