I believe the eagle is supposed to be clenching multiple arrows in its talons.

 

This is a typical coin. Not anything special. Knowing how a coin is made is important in this scenario. If the arrow was "stamped multiple times" then this effect would be visible on the rest of the coin, especially in this degree.
