I'm inclined to say PMD because I've not seen anything like this before. But there is something know as an incomplete punch that sort of matches your coin. Can you post a better/closer image of the reverse area in question too?

You would think there would be some displaced metal along the cut area, no?

It looks like someone was trying to create a clip, but didn't have the strength to cut it all the way through. A pair of "curved-blade" nippers would cause this.

PMD. Looks like someone hit it with a curved wood chisel. Not a mint error for sure.

    A pa
I doubt it, metal would be displaced towards the handle and the cut would be irregular being deeper to shallow, diagonal pliers can't do this nor can fingernail clippers or end nippers. There are no "curved-blade" nippers that I'm familiar with and I was in the electrical industry for 40 years. Fingernail clippers are curved the opposite way. JMHO

I don't know if there are curved-blade nippers or not. It was just a thought since the position of the (curved) damage on the reverse seems to correspond to the position of the (curved) damage on the obverse. Does anyone know of a tool that could create such a cut?

There are reverse curved nail clippers used for doing Pedicures. But they are closer to being straight across.

There is no way that (even) clippers made for pedicures could match that shape, and I don't think the gap between the two blades would be wide enough to allow a nickel to pass through. I don't think nail clippers of any kind could make a cut as wide as that shown on the obverse.

The one thing that made me think PMD besides an incomplete cut is on the reverse. Looks like there are possibly 2 lines running from RICA to the edge which makes me think it was cut by something/someone twice. I would like to see a better/clearer picture of that part like I already stated.

    Planchet cutter marks?

I think you could make one like with a vise. Place a coin on top and one on the bottom and smash all three together. The marks are a close match to the rims of a coin.

Where’s @paddyman98 ?? I bet he has a odd ball emoji or some crazy picture!! Lol.

PDM. One cut to the obv and two one the rev. It wouldn’t happen at the mint!

just an observation......the mark on OP's coin looks a lot cleaner then the toenail clipper mark.
