That's a worn die strike. There is a ridge ring going around the rim and through IGWT. It's like a sunken in effect. Please don't jump. That is not a desired cent wanted by good specimen collectors.

Gayland - as noted what you are seeing on your coin is a common effect from overworked and over polished dies. If you look at a condition/issue you may want to consider how it came to be. Some reverse thinking is needed as the image/lettering/date are opposite (backwards, relief/incuse). On an new die the periphery is sharp, fields flat, lettering/dates sharp and have full relief/incuse devices. As the die ages these become weaker and less defined. Edges become rounded and fields less flat. Compound that with some attempts to remove clashes and grease, a heavy handed mint worker can exacerbate the die state. But production quotas have to be met. Worn tools may be used late in their life producing coins that look like yours. A MS coin in an early die state is more defined than an MS coin in a very late die state. Finding a DD is easier to confirm on early strikes from either die state but more so on an EDS specimen than a VLDS specimen. But with time and study it can be done.

What you collect is what makes you happy and enjoy. The monetary issue is only one part of the hobby. If I collect old gym shoes from the 50's, that's my enjoyment. "What's it worth" is meaningless especially when folk are driven by only monetary value. This is my hobby, I do it for fun. By the way, nothing wrong with making a buck or two.
Please don't! A few years ago, a really overweight person (can I say that, or is there a more PC term I should use?) posted a coin here, just like yours, & also promised to jump if it were not true. Well, his jump knocked the planet from it's normal axis, and now we have these climate issues to deal with...so please do not do it!!!
