The Fort Worth facility was not completed until 1991. All notes prior to then would have been printed in DC.

And even today, there's not a strict pattern of which notes are printed where. For the high-production denominations like the $1 and $20, Washington usually prints for the eastern districts and Fort Worth for the western districts, though exceptions exist. But the rest of the production is often divided up by denomination rather than by district; Washington hasn't printed a $5 or $10 in almost three years, for example, while Fort Worth had never printed a $100 at all until last summer.
