is this 1942 penny a error coin maybe new discovery.

    It looks like glue, varnish or some kind of adhesive. Give it an acetone bath, see if it come off.

    Recommend this path;

    1. Determine if the coins is an error or damage - most unusual looking coins found in change not mint errors

    2. Is the error minor or major - the majority of errors found in circulation are minor and have no additional value. Occasionally you may find one worth a buck or two.

    3. If it's a major error, approx how much is it worth it - Sending a coin to a TPG usually cost $50 or more, so it doesn't make sense to send a low value error.

    Don't jump ahead to step 3 if you haven't answered step 1.
