Inflation, apparently. I agree with @TheFinn. Weakly struck, then jumbled around a bit in circulation.
No need to start a whole new thread. I have merged the two and corrected "penny" to "dime" in your title. You can do that yourself, using the "Thread Tools" menu, as long as you do your corrections within the short period before your editing window expires.
I agree with a weak strike, but I also see some odd marks above Roosevelts head. Maybe a magnified clear photo could be provided, just to clarify them. Probably just hits from circulations, but the close-ups would verify that.
