Error or PMD?

This is my 1st post. I've been searching quarter rolls and came across this 1986 D. There is a cut in the eagle's neck and a bubble just to the left of the beak. Could this be an error or PMD?

Also, I came across a 1996 D off center obverse with a "flat" eagle on the reverse and a 1979 "GOD WE RUST" quarter. What are the causes of each? I could not find any similar error coins.

The 86 has normal wear plus rolling machine scoring on the obverse, the bubble may be a die chip but is offset by the gouge in the neck on the reverse...overall a spender because of the PMD and wear.
The 70 may be a struck through...I don’t see corresponding rim wear if only wear.

The 96 looks to be a weak strike, but could have been man made, not mint made.

Thank you. I am enjoying learning more about collecting and hope to get much better at this over time.

I have a large collection that was inherited but never organized. I have been working on that for 2 years now and in the process have started my kids on $1 coins to learn the Presidents and quarters to learn about the states. We've also been marking off trips to the national parks but have yet to visit all of the ones we've collected.

Soon, I hope to catalogue my collection digitally to better track values. The error coins have attracted my attention as of late so I'm looking to build my detection skills. I appreciate all the help offered.
